Assistant Project Manager
About the role
Belize Electricity Limited (BEL) is hiring an Assistant Project Manager for the Transmission and Interconnection Projects Department of its Transmission and Interconnection Division, based on Magazine Road, Belize City. The Assistant Project Manager supports the Project Manager in coordinating the planning, implementation, monitoring and close-out of transmission, substation expansion and interconnection projects, including projects financed by international financial institutions (IFIs) such as the Caribbean Development Bank and the World Bank.
Responsibilities
- Support the Project Manager in coordinating day-to-day planning, implementation, monitoring and close-out of transmission, substation expansion and interconnection projects, including IFI-financed projects
- Develop and maintain project schedules, work plans, milestone trackers, action registers and other project management tools
- Coordinate with internal departments, consultants, contractors, suppliers, executing agencies and IFI focal points on tasks, deliverables, approvals and no-objections
- Monitor progress against schedules, budgets, procurement, disbursement and implementation plans and financing-agreement requirements; flag delays, risks and issues with recommended corrective actions
- Prepare status updates, progress reports, meeting briefs, presentations, supervision-mission inputs and management reports
- Keep accurate project records, including correspondence, minutes, approvals, no-objection letters, registers, drawings, contracts, and procurement, disbursement and safeguard documents
- Support procurement: technical specifications, terms of reference, bid documents, requests for proposals, evaluation inputs and follow-up on IFI approvals
- Help keep procurement and contract administration in line with financing agreements, procurement plans, IFI rules, BEL policies and applicable laws
- Track consultant, contractor and supplier deliverables and contractual obligations
- Support compliance monitoring for technical, procurement, financial, environmental, social, health and safety, communication and reporting requirements
- Track environmental and social safeguard commitments, including stakeholder engagement, resettlement, grievance redress, labour and community health and safety
- Prepare, update and track IFI implementation documents such as operations manuals, procurement plans, annual work plans, risk registers, results frameworks, monitoring and evaluation information, and end-of-period reports
- Compile information for disbursement requests, withdrawal applications, payment processing, expenditure tracking, budget forecasting and financial reporting
- Support IFI supervision missions, portfolio reviews, audits and evaluations
- Coordinate project meetings, workshops, site visits, stakeholder engagements and community consultations
- Monitor compliance with financing covenants, reporting deadlines, procurement milestones, safeguard commitments and audit requirements
- Document lessons learned, challenges, risk mitigation actions and best practices
- Support safety and environmental initiatives and compliance in the area of responsibility
- Set goals, conduct performance appraisals, and mentor and train team members
- Support the revision of process flows and policies, identify trends and recommend actions to management
- Assist the Manager with the daily administration of the department and direct the work of support staff
- Perform other project coordination, documentation, reporting and administrative duties as assigned
Requirements
- Bachelor's degree in Engineering with PMP certification and eight years of relevant experience managing and implementing transmission and distribution or IFI-funded projects
- At least five years of project management experience working directly with utilities on power infrastructure development and/or investment
- Working knowledge of the public and private sector
- Intermediate proficiency in Microsoft Office, with emphasis on Excel and Project
- Excellent analytical, organisational and time-management skills
- Rational judgment, decisiveness and creativity
- Strong written and communication skills
- Excellent interpersonal skills and the ability to work with a wide range of stakeholders
