Data Systems Manager – Central Executing Unit (Ministry of Finance)

About the role

The Central Executing Unit of the Ministry of Finance is seeking a Data Systems Manager to design, implement and maintain a secure, scalable and user-friendly data management infrastructure for the Unit's operational, monitoring and reporting needs, working closely with the Monitoring and Evaluation Specialist. The post sits under the EU and IDB financed Digital Innovation to Boost Economic Development in Belize project. The consultant reports to the Director of the Central Executing Unit, with day-to-day guidance from the Project Manager and Assistant Project Manager. This is a 24-month individual consultancy based in office at the Sir Edney Cain Building in Belmopan. Remuneration is a gross annual BZ$46,000 to BZ$52,000 commensurate with qualifications and experience, plus 20% gratuity and applicable allowances, subject to statutory deductions. The application deadline has been extended to 20 October 2026.

Responsibilities

  • Design, develop, deploy and maintain a centralised data management system using SharePoint and other existing tools, keeping project records safely stored for up to five years after programme closing
  • Expand and reinforce the current structure, and enhance or migrate the data and system tools currently in use
  • Establish and enforce data governance protocols, including security measures, access controls and backup procedures
  • Optimise and maintain databases and digital systems for reporting and monitoring and evaluation, and automate routine data submissions from Technical Units and stakeholders
  • Monitor system performance and scalability and recommend upgrades
  • Analyse programme data to generate insights that support decision-making and programme adjustments
  • Develop and maintain interactive dashboards, reports and visualisations, for example in Power BI, with the monitoring and evaluation team, including disaggregated data on women-owned firms and rural MSMEs
  • Integrate geospatial data into dashboards and consider API integration to connect SharePoint
  • Support appropriate use of AI-enabled tools for visualisation, reporting efficiency and knowledge management while protecting data security and confidentiality
  • Prepare and update data-driven reports for internal and donor use, and ensure data quality and consistency
  • Work with the monitoring and evaluation team on data requirements and indicator tracking, and integrate monitoring and evaluation frameworks, including gender and diversity indicators, into digital systems
  • Provide technical support in data extraction, cleaning and preparation, and assist in designing and digitally implementing surveys and forms
  • Train staff and stakeholders on SharePoint and other data systems, and develop user guides, manuals, tutorials and training sessions
  • Provide ongoing technical support for data issues and system usage
  • Participate in project meetings and planning, collaborate with IT, programme teams and external consultants, and document system configurations and changes

Requirements

  • Bachelor's degree in Data Science, Computer Science, Information Systems, Statistics, Economics or a related field, with attestations required
  • Minimum 3 years of relevant experience in data management, information systems, systems development, database administration, business intelligence or a similar area
  • At least 2 years of hands-on experience designing and managing data systems using SharePoint, Microsoft 365 tools or similar
  • Demonstrated experience in data analysis, visualisation and reporting with Power BI, Tableau or similar, evidenced by dashboards, analytical reports or visualisation products
  • Relevant experience on development projects or in public sector institutions, with an understanding of monitoring and evaluation frameworks
  • Must be legally able to work in Belize for the duration of the assignment. The post is open to individuals from IDB member countries, EU member countries and EU non-member countries eligible under PRAG

Preferred qualifications

  • Working knowledge of data security, governance or user access management is an asset
  • Training or certification in SharePoint administration or data management is an asset
