Knowledge and Communications Officer – Blue Cities Project (Ministry of Finance)
About the role
The Ministry of Finance's Central Executing Unit (CEU) is hiring a Knowledge and Communications Officer for the Belize Blue Cities and Beyond Project and other CEU-managed projects. The five-year, World Bank-financed project aims to improve Belize's capacity for sustainable coastal and blue economy development, increase safe water supply and reduce land-based pollution in targeted urban areas. This is an individual consultant contract for an initial 24 months, renewable based on performance, working in office at the Ministry of Finance in Belmopan. The officer plans, implements and manages the project's communication, outreach, visibility and knowledge management activities, and reports to the CEU Director. Process ID: BZ-CEU-460483-CS-INDV.
Responsibilities
- Develop and carry out the project's communication and visibility strategy and action plans, in line with donor visibility guidelines
- Create the project's visual identity, including logos and presentation and report templates
- Produce communication materials such as press releases, newsletters, fact sheets, feature stories, social media content, dashboards, infographics, photos and videos
- Manage the project's social media presence and digital content, and ensure branding complies with project, Government and donor requirements
- Document project events, field visits and milestones through photography, video and written content
- Translate technical, financial, environmental and engineering information into clear content for non-technical audiences
- Set up and maintain a knowledge management system for reports, technical documents, lessons learned, tools and project outputs
- Capture lessons learned, success stories and case studies, and facilitate knowledge-sharing workshops and learning events
- Support stakeholder mapping, consultations, workshops and community engagement, including safeguards and grievance-related communications
- Build and maintain relationships with media, municipalities, NGOs and other stakeholders
- Prepare monthly, quarterly and annual communication and outreach reports, and contribute to project progress reports
- Review and improve the CEU's reporting and presentation templates, working with the Monitoring and Evaluation Specialist
Requirements
- Bachelor's degree in Communications, Public Relations, Knowledge Management, Journalism, Marketing, Development Studies, Public Administration, International Development, Project Management or a related field
- At least three years of professional experience in communications, public information, knowledge management or media
- Experience developing or implementing communication and visibility strategies, action plans, messaging and multi-platform content
- Experience with content management systems, websites and social media platforms
- Experience setting up or maintaining knowledge repositories, and documenting lessons learned, case studies and best practices
- Experience supporting consultations, workshops and community engagement, and liaising with municipalities, ministries, NGOs, the private sector, communities and media
- Experience producing high-quality communication products and executive-ready presentations
- Experience developing or standardising reporting tools, templates, dashboards or presentation formats
- Excellent written and verbal English
- Proficient with standard office and collaboration tools
- Able to use graphic design, layout or data-visualisation tools such as Canva, Adobe or Power BI
Preferred qualifications
- Master's degree in a related field
- Familiarity with monitoring and evaluation concepts and communication-related indicators
- Experience producing high-level presentations and reports for senior officials, steering committees or development partners
- Experience with communications and reporting for projects funded by international financial institutions or bilateral partners
- Experience with environmental topics, especially the blue economy
- Basic photography, videography and photo/video editing skills
