Policy Implementation and Monitoring Officer – Blue Cities Project (Ministry of Natural Resources)

About the role

The Ministry of Finance's Central Executing Unit (CEU) is hiring a Policy Implementation and Monitoring Officer for the Ministry of Natural Resources, Petroleum and Mining under the World Bank-financed Belize Blue Cities and Beyond Project. The officer will support and coordinate the implementation, monitoring and evaluation of the Ministry's policies, strategies and plans, with a focus on the National Land Use Policy, working in the Ministry's Policy Coordination and Planning Unit. This is an individual consultancy for 24 months, renewable on satisfactory performance, based in office at the Ministry in Belmopan. The officer reports to the Director of the Policy Coordination and Planning Unit.

Responsibilities

  • Support implementation of the Ministry's policies, especially the National Land Use Policy, keeping them consistent with other national policies
  • Develop and maintain policy implementation matrices, work plans and performance-tracking frameworks, and prepare Monthly Operational Plans
  • Coordinate with departments, agencies, local government and stakeholders to identify implementation problems and support corrective action
  • Take part in, organise and document inter-agency meetings, working groups and consultations, including reports and minutes
  • Help develop knowledge products, tools and guidance materials, and coordinate with the project implementation unit in the CEU
  • Maintain monitoring systems and a tracking dashboard updated at least monthly; define and monitor indicators; collect and analyse data
  • Prepare Monthly Activity Reports and Quarterly and Annual Policy Implementation Status Reports, and support a central policy dashboard and database
  • Contribute to the Ministry's results-based management and monitoring and evaluation framework and to policy reviews
  • Carry out research and analysis for policy briefs and technical notes, and recommend ways to improve delivery
  • Liaise with government, NGOs and development partners, support workshops and consultations, and track action points and follow-up
  • Keep files organised and current, submit plans and reports to the unit Director and the project manager, and carry out other related duties as assigned

Requirements

  • Bachelor's degree or higher in Public Policy, Public Administration, Development Studies, Economics, Urban and Regional Planning, Environmental Science or Policy, Land Management, Natural Resources Management, Built Environment, Sustainable Development, Project Management or a related field
  • At least 2 years of professional experience in policy analysis or implementation, strategic planning, monitoring and evaluation, project coordination, research or similar
  • At least 1 year applying results-based management, logical frameworks and MEL systems, including preparing monitoring, performance or analytical reports
  • Experience supporting policy implementation, programme coordination, planning or monitoring and evaluation
  • Data collection, analysis and visualisation using Excel, Power BI, GIS or similar tools
  • Analytical and problem-solving skills, cross-agency teamwork, strong written and oral communication, and good management of tasks and deadlines

Preferred qualifications

  • Master's degree in a related field
  • Experience within government, development organisations, academia or the private sector
  • Experience in sustainable land management, land-use planning, natural resource management, land administration, environmental management, sustainable development or public administration
