Procurement Specialist – Belize Integral Security Programme (Ministry of Economic Transformation)
About the role
The Belize Integral Security Programme is seeking a Procurement Specialist to support its Project Execution Unit with the procurement of works for the infrastructure component, planning and carrying out procurements and contracting in compliance with CABEI policies and Belizean national regulations. The programme is financed by CABEI and supports the Belize Defence Force, the Belize Police Department, the Belize Coast Guard and the National Forensic Sciences Service. This is a part-time individual consultancy with an initial 12-month contract, extendable as needed to complete the procurement activities, working under the direct supervision of the Project Coordinator. Payment is BZ$3,000.00 per completed procurement activity, in line with the payment schedule and pro-rated if a process is cancelled.
Responsibilities
- Consolidate and keep the operation's General Procurement Plan updated for adequate management and control of contracts
- Prepare bidding documents for works in line with the Environmental Management Plan, Loan Agreement, Project Operating Manual and applicable procurement regulations
- Guarantee compliance with the eligibility conditions in the Operation Document and CABEI procurement policies
- Consolidate non-standard content of standard and model documents with the areas involved, keeping it consistent with eligibility rules
- Prepare notices and publication request documents, and follow up so solicitation and advertising happen on the appropriate dates and in the appropriate media
- Lead formation of the bidding committee and prepare evaluation reports
- Follow up on procurement processes and resolve clarifications, disagreements, protests and information requests
- Collaborate on the information needed to prepare contracts and addenda
- Establish and maintain up-to-date physical and electronic procurement files for the Bank's pre-review and post-review requirements
- Ensure safekeeping of all required legal and financial documents
- Support contract administration activities when requested
- Ensure all procurement documentation is available in physical and digital files
- Manage, together with the other Executing Unit specialists, the budgetary provision needed for the acquisitions in the General Procurement Plan
Requirements
- Bachelor's degree in Business Administration, Business Management, Project Management, Procurement, Economics, Engineering or a related discipline
- Minimum 2 years of experience in procurement processes for goods or works
- Minimum 18 months as a Procurement Specialist, Officer or Analyst applying the procurement and contracting policies of a multilateral organisation such as the IDB, World Bank or CABEI, or another international funding agency
- Experience of at least one international bid or tender for works or goods under IDB, World Bank or CABEI policies
- Experience of at least one national bid or tender for works or goods under IDB, World Bank or CABEI policies
- Individuals employed part-time or full-time with any private firm in the construction industry are not eligible to apply
- The successful candidate must sign a confidentiality agreement covering all procurement information, including budgets
