Project Officer – Companies & Corporate Affairs Registry
About the role
The Financial Services Commission is hiring a Project Officer for the Belize Companies and Corporate Affairs Registry (BCCAR) at its Belmopan office. The Project Officer provides project management, business analysis and communications support for initiatives under the registry's mandate, working closely with the Commission and other stakeholders on project delivery, risk management, stakeholder engagement and continuous improvement. The role reports to the Deputy Registrar, BCCAR, and has no supervisory responsibilities.
Responsibilities
- Coordinate the planning, implementation, monitoring and evaluation of approved projects, and maintain project plans, workplans, timelines, milestones and schedules.
- Monitor progress against scope, timeline, budget and expected outcomes, and identify where corrective action is needed.
- Coordinate project logistics, including scheduling, venues, participants, transportation, catering, equipment, materials and documentation.
- Support Project Steering Committee and project team meetings with agendas, presentations, status reports, decision papers, action logs and follow-up.
- Maintain project risk, issue, action and decision registers; support change control, budgeting, expenditure monitoring and resource planning.
- Support readiness assessments, implementation reviews and post-implementation evaluations, including whether projects deliver their intended benefits.
- Conduct research, business analysis and benchmarking; document requirements, processes, workflows and stakeholder needs; recommend relevant international practice.
- Identify and monitor project risks, dependencies and constraints, support mitigation and contingency measures, and make sure key decisions and approvals are documented.
- Build stakeholder relationships and coordinate consultations, workshops and interviews; gather and analyse feedback; support change management, training and adoption of new systems and services.
- Lead project communication and stakeholder engagement plans, and produce notices, briefings, presentations, FAQs, updates, website content and talking points in clear language.
- With the Administrative Officer, keep BCCAR's website, social media and email content current, and lead its social media calendar and campaigns.
- Prepare reports, briefing notes and recommendations; support policy and regulatory reviews; develop performance indicators and dashboards.
- Keep project documentation organised and version-controlled in line with FSC/BCCAR recordkeeping requirements, working with the Quality Assurance Officer.
- Represent the project team as requested, support special projects and perform other duties assigned by the Deputy Registrar.
Requirements
- Bachelor's degree in Project Management, Business Administration, Economics or another relevant field.
- At least three years' work experience in the private sector.
- At least three years of relevant professional experience in project management, business analysis, operations, administration, communications or a related area.
- Experience coordinating multiple projects or workstreams with diverse stakeholder groups.
- Strong project planning, coordination, monitoring and reporting skills, and the ability to manage multiple priorities and deadlines.
- Understanding of project governance, risk management, change control and performance monitoring, and the ability to prepare and monitor project budgets.
- Strong analytical, research, problem-solving and business-analysis skills.
- Strong working knowledge of Microsoft Word, Excel, PowerPoint, Project and Teams.
- Excellent written and verbal communication, including explaining technical information to non-technical audiences.
- Strong stakeholder engagement, facilitation and relationship-management skills with Government, regulatory and private-sector organisations.
- Organised, self-directed, collaborative and adaptable, with a commitment to confidentiality, accountability and continuous improvement.
Preferred qualifications
- A degree or certificate and work experience in Project Management (a distinct advantage).
- Experience with public-sector institutions, regulators, development partners or private-sector organisations.
- Experience supporting digital transformation, system implementation or organisational change projects.
- Familiarity with modern project management, collaboration, dashboard and productivity tools.
