About the role

The Financial Services Commission (FSC) is hiring a Senior Policy Analyst in the Office of the Director General in Belmopan, reporting to the Director General. The Senior Policy Analyst leads policy research, regulatory analysis and strategic initiatives to support supervision of Belize's non-bank financial sector, securities market and other regulated entities, and keeps the FSC's regulatory framework aligned with international standards. The role works independently with minimal supervision.

Responsibilities

Develop and refine the FSC's regulatory policy framework in line with international standards such as FATF, IOSCO, Basel, IMF and OECD
Conduct in-depth policy research, regulatory impact assessments and risk analyses
Lead the drafting of policy papers, consultation documents and regulatory guidance
Identify policy gaps and emerging risks, and advise senior leadership on responses
Support the review and introduction of legislation, rules and policies within the FSC's mandate
Produce reports, white papers, briefings and presentations for the Director General and the Board of Commissioners
Prepare regulatory submissions to international organizations and data submissions for IMF and other assessments
Track global regulatory developments and best practices in other jurisdictions
Represent the FSC at working groups, conferences and inter-agency committees, and act as policy liaison with the Central Bank, the Ministry of Finance and industry
Lead consultations with industry stakeholders on new policy initiatives
Serve as secretary to the Regulatory and Policy Decisions Committee
Guide junior policy analysts and technical teams on regulatory matters

Requirements

Master's degree in Economics, Law, Public Policy, Finance or a related field (or equivalent experience)
At least 5 years of progressive experience in policy development, financial regulation or a related field
Demonstrated expertise in financial services regulation, international compliance frameworks and policy drafting
Strong experience in regulatory research, risk assessment and impact analysis
Strong analytical and writing skills
