Director, Human Resource Management Information System
About the role
The Ministry of Public Service and Disaster Risk Management is recruiting a Director for the Public Service Human Resource Management Information System (HRMIS), based at Ministry Headquarters in Belmopan. The Director provides strategic leadership for the system and safeguards the integrity, security and use of HR information for workforce planning, establishment control, recruitment, training, compensation, classification, performance, records and HR budgeting. The post reports to the Chief Human Resources Officer (Circular Memorandum No. 70 of 2026). Terms and conditions of employment are governed by the Belize Constitution (Public Service) Regulations 2014, the Financial and Stores Orders, and the Finance and Audit (Reform) Act.
Responsibilities
- Plan and set the Secretariat's objectives and manage the HRMIS and its reports and analysis
- Set up controls for data accuracy, compliance, information security and access
- Verify and sign off the annual update and reconciliation of established positions against the approved Budget Estimates
- Authorize operational manual updates and coordinate training with the Training and Development Unit
- Oversee HRMIS structures, coding and code tables for payroll deductions and allowances
- Approve workforce reports on vacancies, turnover and other indicators, and verify the Annual Staff List
- Submit quarterly and yearly performance reports to the Chief Human Resources Officer
- Liaise with CITO, the Treasury, ministries and regional and international institutions on HRMIS, payroll and integration
- Take part in Public Service policy formulation and appraise direct reports
Requirements
- Master's degree in Management Information Systems, Information Technology, Human Resource Management, Business Administration, Public Administration or a related field
- At least 10 years of progressive experience in HRIS, information systems management, HRM or workforce analytics, including significant HRIS implementation and administration
- Experience supervising professional staff on a senior management team
- Extensive knowledge of HRMIS, databases, data governance, analytics and information security
- Ability to work with vendors and lead implementation of new software, including SaaS
- Knowledge of HRM principles and the Belize Public Service Regulations
- Analytical, leadership, communication and stakeholder skills
