Human Resources Officer

About the role

The University of Belize is hiring a Human Resources Officer in its Office of Human Resources. The officer delivers accurate, timely and legally compliant people services across the whole employee lifecycle, from recruitment and onboarding through pay, performance and employee relations to separation, and acts as a link between management and employees. The role reports to the Director, Office of Human Resources.

Responsibilities

  • Run recruitment from advertising and shortlisting through interviews, reference checks, offers and contracts
  • Deliver onboarding, orientation and probation reviews, and keep job descriptions and position records current
  • Administer pay-scale placement, increments, allowances, benefits and payroll inputs
  • Administer retirement, pension, gratuity and severance entitlements, transfers, promotions and separations
  • Prepare the annual personnel budget and pension and gratuity liability forecasts
  • Act as first point of contact for HR queries, giving confidential, policy-based advice
  • Run the annual performance management cycle and coach managers and staff
  • Oversee confidential employee records and use the HRIS for reporting and data integrity
  • Coordinate training, induction and compliance learning, and keep training records
  • Coordinate occupational health and safety administration and the Employee Assistance Program
  • Prepare HR communications and hold HR clinics and information sessions on UB campuses
  • Analyse workforce data, build HR dashboards and support workforce planning
  • Lead assigned HR projects, support engagement and culture initiatives, and supervise HR support staff

Requirements

  • Bachelor's degree in Human Resources Management, Business Administration or a related field
  • Three to five years of HR experience, including at supervisory level
  • Sound knowledge of the Labour Laws of Belize, Public Service Regulations, Pensions Act, Workmen's Compensation Act, Social Security Act and the University of Belize Act
  • Experience administering benefits, including pensions, retirement and severance
  • Experience in HR advisory or service delivery and HR records management

Preferred qualifications

  • Master's degree in HR, Business, Law or a related field
  • Professional HR certification such as SHRM, HRCI or CIPD
  • Higher education or public sector experience, including union engagement
  • Hands-on HRIS and HR analytics experience (advanced Excel, dashboards)
