Licensing & Authorisations Officer

About the role

The Financial Services Commission (FSC) is hiring a Licensing & Authorisations Officer in Belmopan, reporting to the Senior Licensing & Authorisations Officer. The officer processes applications and amendments for non-bank financial services operating in or from within Belize, under the Financial Services Commission Act, 2023 and other legislation the FSC administers, delivering efficient, high-quality and compliant licensing services.

Responsibilities

  • Process applications for new licences, licence renewals, services or activities in the Schedule of the Financial Services Commission Regulations 2023, and other requests to the Licensing and Authorisations Department
  • Ensure applications follow department procedures, guidelines and legislation
  • Monitor and follow up on requirements and conditions set for licensees, including those set by the Compliance or Enforcement Departments
  • Help develop and review department policies, procedures and guidelines, and recommend improvements
  • Take part in investor awareness campaigns and outreach, such as webinars, fairs and focus groups
  • Conduct Economic Substance on-site examinations and review licensees' compliance and reporting under the Economic Substance Act
  • Respond to internal and external stakeholder requests accurately and on time
  • Research industry developments and policy matters against international standards, and identify legislative or procedural gaps
  • Help analyse and prepare department reports and papers
  • Provide administrative and technical support to the department, and other duties as required

Requirements

  • Associate degree, at minimum, in management, finance, economics or a related field from a recognized tertiary institution
  • 3 years of experience in the financial services industry
  • Familiarity with due diligence databases and other modern KYC compliance tools
  • Working knowledge of Belize's regulatory framework and a strong understanding of financial services procedures and guidelines
  • Understanding of the global regulatory environment and the local financial services sector
  • Strong analytical skills, with experience in qualitative analysis in financial services
  • Good spoken (including presentation) and written communication
  • Able to work without close oversight, with strong attention to detail and proofreading
  • Self-starter with problem-solving skills and flexibility
  • In-depth knowledge of MS Office (Word, Excel, PowerPoint, Access)

Preferred qualifications

  • AML/CFT certification
