Operations Officer (UN Volunteer)
About the role
The World Bank is engaging a national UN Volunteer as an Operations Officer to support its operational and strategic engagement in Belize. The World Bank's Caribbean Country Management Unit (CMU) in Kingston, Jamaica manages an active Belize portfolio across energy, agriculture, the blue economy, water, education, climate shocks, fiscal sustainability and private sector engagement. The volunteer will help the Country Representative and the CMU team manage and monitor the country portfolio, run operational processes, coordinate knowledge and learning activities, and support engagement with government counterparts and development partners. The role also facilitates private sector engagement for programmes being developed by the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA). This is a full-time UN Volunteer assignment (National Senior Expert category), not a salaried post. It is based on UN premises in Belmopan for 6 months, with the possibility of extension, and is expected to start on October 19, 2026. It reports to the Operations Manager for the Caribbean CMU. Only Belizean nationals will be considered.
Responsibilities
- Monitor country portfolio performance with the CMU operations team, task teams and government counterparts, and provide periodic reporting
- Help prepare monthly portfolio meetings and Country Portfolio Performance Reviews (CPPRs)
- Contribute to strategic products, management briefs and other internal reports
- Help the Country Representative monitor work programme and budget implementation, quarterly reviews and progress reporting
- Liaise with national authorities to follow up on World Bank requests, and help organise operational and management visits to Belize
- Contribute to the Annual Business Planning Process under the Country Partnership Framework and to other analytical and advisory work
- Prepare briefing notes, talking points and presentations for the Country Representative and senior management
- Coordinate with government counterparts, development partners, civil society and the private sector, and represent the CMU in inter-agency and donor coordination meetings as delegated
- Support briefings and meetings with authorities for the Annual and Spring Meetings and in-country events
- Document lessons learned and good practices, and help organise portfolio review meetings, missions and high-level visits for World Bank Group agencies
- Deliver monthly portfolio update reports, meeting summaries and follow-up matrices, and quality-reviewed operational documentation
Requirements
- Belizean national (other nationalities will not be considered)
- Master's degree in Economics, Public Policy, International Development, International Finance, Business Administration or a related field; a bachelor's degree plus two additional years of relevant experience may be considered instead
- At least 8 years of progressively responsible experience in development operations, portfolio management, programme implementation, public sector engagement or related areas
- Strong analytical and problem-solving skills, with the ability to synthesise complex information
- Ability to produce high-quality reports, briefs and presentations
- Knowledge of development issues in Belize
- Fluent English
- Proficiency in Microsoft Word, Excel, PowerPoint and Teams
Preferred qualifications
- Experience with the World Bank Group, other multilateral development banks, international financial institutions, UN entities or comparable organisations
- Experience supporting or managing World Bank (or other development bank) lending operations across the project cycle
- Familiarity with World Bank operational policies and procedures, including environmental and social, fiduciary and procurement rules
