About the role

The Development Finance Corporation (DFC), Belize's development bank, is hiring a full-time Talent Development Specialist for its People Operations department in Belmopan. The specialist designs and leads learning and development across the organisation, supports performance management and succession planning, and serves as the in-house trainer for in-person and virtual sessions.

Responsibilities

Develop and implement training programs across all departments
Lead onboarding for new hires
Deliver internal workshops, compliance sessions and professional development programs as the in-house trainer
Work with department heads to assess learning needs and create targeted development plans
Support performance management, including goal setting, feedback and evaluations
Facilitate succession planning and career development strategies
Monitor and evaluate training effectiveness and recommend improvements
Keep accurate training records and ensure compliance with internal policies

Requirements

Bachelor's degree in Human Resource Management, Business Administration, Education or a related field
Train-the-Trainer or equivalent certification
At least 3 years of experience designing and delivering training programs across diverse teams
Strong facilitation and instructional design skills
Excellent communication and stakeholder engagement
Analytical and strategic thinking
Familiarity with learning management systems and training technologies
Professionalism, confidentiality and ethical conduct

Preferred qualifications

Certificate in Learning & Development, Talent Management or Performance Management
