Training Officer, Customs & Excise Department
About the role
The Customs & Excise Department (Office of the Prime Minister and Ministry of Finance) is recruiting a Training Officer to support the planning and coordination of its training and development programme, from training needs analysis through delivery and evaluation, and to process duty-leave requests. The post reports to the Coordinator, Training and Development Unit. This is an established post (Circular No. 69 of 2026). Terms and conditions of employment are governed by the Belize Constitution (Public Service) Regulations 2014, the Financial and Stores Orders, and the Finance and Audit (Reform) Act.
Responsibilities
- Help formulate training policies and programmes
- Develop and deliver induction, in-service certification and specialized training
- Process duty-leave and other training requests
- Prepare statistical analysis of needs assessments and course and facilitator evaluations
- Liaise with ministries, departments and stakeholders
- Compile and submit summary reports on applications to the Coordinator
- Check that training equipment and materials are available and working
- Vet personal files for training eligibility
- Provide data and analysis for budget planning and help prepare the training budget
- Update and maintain training databases
Requirements
- Bachelor's degree in Education, Public Sector Management, Business Management or Administration, Project Management or a related field
- At least 3 years of post-degree experience in training or teaching
- Specialized training in human resource development, monitoring and evaluation of training programmes, and data gathering and analysis
- Proficiency in Microsoft Office and other applications
- Knowledge of instructional design theory and learning principles
- Communication, presentation, facilitation, project management and evaluation skills
- Familiarity with traditional and modern training methods
